Answer:

If you enable the RESTRICTED SESSION when users are connected, nothing happens to the already connected sessions. Future sessions are started only if the user has the RESTRICTED SESSION privilege.

If you issued this command as said nothing will happen to the existing users but if new sessions or connections are being requested to access the database, the database server will then check if you have restricted system privilege. If new sessions logging in have this privilege will have no issue and this privilege is normally issued for DBAs and not for normal users. Source: CoolInterview.com
