ctrl key are used for to select a particular item & we can say it's a shortcut key.Alt is also a shortcut key to some extent cause sometimes alt is used with ctrl. Source: CoolInterview.com

alt key is to open a menubar for ex.to open a file menu v can open a shortcut method by pressing alt+f
ctrl key is to open a window for example to open a save window v can open a save window by pressing ctrl+o Source: CoolInterview.com

These are Special Keys and used as a shortcut keys. With the combinaion of both the Keys you do some special job.
eg:
alt+f4 is close the application
Ctrl+w is also use to recent opened application.

These keys on the keyboard are called "modifier keys." They are typically used in conjunction with another key on the keyboard to perform a specific function. For example, in Windows, Alt-F4 (press and hold Alt, then press F4) is often a shortcut to close the active window. Control-C is usually a shortcut to copy selected text or a selected object.
