Answer:

A web service is a collection of protocols and standards used for exchanging data between applications or systems. Software applications written in various programming languages and running on various platforms can use web services to exchange data over computer networks like the Internet in a manner similar to inter-process communication on a single computer. Web Service is a technical entity representing and interface (logical and physical), whichhas its own description language (semantics) and programmming platform and programming language agnostic. Then interface may be mapped on different protocols and defined by different standards. The most popular Web Services are WSDL-based and REST-based. Source: CoolInterview.com

Corrections:
1) Web Service is an interface
2) Web Service is programmming platform and programming language agnostic
3)access to the interface may be mapped on different protocols and defined by different standards

As a result, the name "Web Service" is inconsistent because
a) it is not a service;
b) it may be mapped onto a communication protocol different from the one used in Web. For example, the Web Service may be accessed via messaging system or via SMTP (SIMPLE MAIL TRANSFER PROTOCOL) Source: CoolInterview.com
